Diluted liquor is "watered down" liquor. If it is placed in a regular freezer, the water will freeze, but the alcohol will not. You can then remove the ice from the liquor, which will raise the alcoholic strength of the liquor that remains.

Alcohol has lower freezing point than water. The water in diluted liquor will freeze first. The frozen solution will have a lower alcohol content than what's left unfrozen.

If you mean low alcohol content beverages (i.e. beer/wine) you should be aware that the beverage will expand as it freezes; So if it's in glass, the bottle may break.
