The depth of a gallon of water is a function of the shape of the container holding the liquid. A narrow vase will result in a greater number of inches than a shallow tray. In short, you can measure a gallon of water this way, but only if the container is always the same shape and size.

An inch is a linear measurement. You are measuring volume, so you need a volumetric measurement, such as cubic inches. A cubic inch is a cube that measures one inch on each side. A cube 12 inches by 12 inches by 12 inches would make 1728 cubic inches, or one cubic foot. There are 231 cubic inches in a gallon.
