Depends on how the hair is being removed. If they are licking their paws constantly and there is hair loss and irritation this might be caused by food allergies. If the hair loss is due to walking on hard surfaces you might have to get some kind of foot protection.

The most likely cause for missing hair on a dog's paw would be either it was hit and knocked the hair off, or he chewed the hair off. It should grow back without a problem either way, but do make sure there are good chew toys around.

The dog probably has a skin infection. They will chew at infections removing the hair, treat the infection and the chewing will stop and the fur will grow back.

He/she may have allergies. Dogs lick their paws as a response to allergies. Take him to the vet to confirm this.
