The Anti-Federalists felt the founding documents of the U. S. provided excessive power to the federal government at the expense of states. The Bill of Rights eased their worries.

In 1780s, Anti-federalists led an anti-federal movement against the concept of federalism. Anti-federalists did not like Central government to have more power than State government. Few remembered Anti-federalists were Patrick Henry, Samuel Adams and Thomas Jefferson. Anti-federalists led their movement until the passage of Bill of Rights in 1789 and later adopted on December 15, 1791.
