Clean tank with solution of 1 tsp pure bleach. Scrub tank, decorations, etc. Rinse thoroughly. Install filtration system according to manufacturer's instructions. Wash substrate and put in tank. Insert plants. Fill bucket with dechlorinated water. Add salt. Use hydrometer to get gravity between 1. 020 and 1. 023. Fill tank with saltwater.

Think twice before you begin this endeavor, 5 gallons is too small. It is much easier to keep a larger (c. 55 gallon) tank as you will need to switch out the water, etc... Every time you change water you are changing a larger percentage of the environment and more likely to kill them. Buy a bigger tank.
