Try soaking all the seams around the handle with WD-40. Use a vise wrench to help turn the stuck handle. Use a calcium, rust and lime removing product if needed.

Find the water main and close it. If this doesn't work, a plumber may be needed. If the main closes, then you can repair or replace the bad shut off valve.

shut your main water off cut out the the old valve and sodder in a new valve this should work
