Could my A/C's capacitor be bad?

My A/C not cooling, but the outside fan works. Tthere is a deck about 10 inches above the unit. Is the capacitor bad?

The deck could be restricting airflow across the condensing coil. If the head pressure gets too high, some units will shut off the compressor, leaving the condensor fan running. Most compressors have an internal overload that will trip if it gets too hot. Again, could be caused by the deck!
