Most likely. You can go to a local jewelers and see if they have something that you can do. Some places may have an ad that says they design there own rings, you could go there and make your costom ring, and ask if they can make the ring out of your scrap gold.

You can, but the process of melting down the gold and remixing it is not inexpensive. If your purpose is to save money, then because of the amount used in a ring and the time involved it will not. If your purpose is to make an heirloom piece from an important piece of scrap gold, then yuo can.

Yes, it is a very common practice to make custom jewelry from scrap gold, specially in countries like India. Goldsmiths melt the scrap gold, which is generally an old jewelry with an outdated design and mold them into intricate shapes and designs chosen by the customer. However, any precious stones in the scrap jewelry cannot be recycled in most cases.

You should be able to do so. I would imagine it would not be cheap, but if you go talk to any jeweler they should have no trouble. If they are good at there job, should not be a problem.
