Dogs typically lick their feet for a couple of reasons -- boredom or because they are irritated. If the dog is going out in the snow an d walks on a side walk their feet may be irritated by the cold. Salt from the sidewalk may also be causing it

I asked my vet this question because my dog has the same habit. He licks and chews his feet constantly. The vet said he is allergic to grass and pollen. There are shots available for this just like for humans.

My dog did this for quite awhile and actually made her paws bleed. My vet said it was an allergy that was causing it. She was placed and meds and after about a week, the problem was resolved. The problem was that we never identified the cause of the allergy. Definatly get it checked out so pup can rest easy.

Most likely, he has sustained a small injury to one of the pads. Check the feet carefully and treat with neosporin if you find an injury.
