Ground spices should be added to foods about 15 minutes before the cooking time would end. If you are cooking something which doesn't require much time, about 2 to 3 minutes before you take it off your heating source should suffice. This ensures the flavor of the spices will be fresh and vibrant within the dish.

It is usually good to add ground spices while the food is simmering. But I think its also okay to add them after the food is cooked.
