Female hamsters go into heat every 4 days. This is marked by white discharge. If you have a female hamster, watch for this discharge. When you see it introduce her to a healthy male hamster, or vice versa.

Consider that nature works best when left alone. Perhaps your hamster is not able to mate, and perhaps there is a perfectly good reason for this. Take care of your pet and enjoy him for what he/she is.

Hamsters are persnickety. Mating can depend on environment, or so may factors. I would consult a good website, there are tons out there with chats and support. An angry hamster can kill it's mate, it's young, and even itself. Fellow hamster-ites can help you get this done.
