I have encountered this issue once before. I brought the puppies to the vet and he told me it was the food that they were eating. Most dog foods are based on wheat and corn mainly which some dogs tend to be allergic to. I would suggest changing their food to help the rash.

It is possible they could have the mange or flea allergy dermatitis. You can treat them with revolution for puppies and kittens for both of these conditions.

Flea bites are probably the reason your puppies have a rash. Young dogs or dogs not treated with flea repellent get this type of rash.

Puppies like human babies could have very sensitive skin. Anything from fabric, cleaners used on your floor and even grass can cause irritation for them.
