Allergies, parasites, hereditary disorders, and ear mites are a few things that could be causing this. Long-eared dogs(bassett hound, cocker spaniel) are prone to ear infections. Dogs with hairy ears(poodle, schnauzer) may have wax buildup easier than other dogs. A healthy ear is pink and has no bad odor. OTC eardrops are available for most problems. Check ears regularly.

The puppy could have a rash that is itching and that can be checked by looking at the skin under the fur. Another option is that the dog has dry skin and if that is the case an oatmeal shampoo should be used and if that does not cure it a vet should be seen.

Puppies, just like people, can have allergic reactions to all sorts of things including carpet fresh, cigarette smoke and grass. Try taking away all possible causes and reintroduce them one at a time to find out which one is causing it.

Itchy ears are often a symptom of ear mites. There are a number of other conditions other than ear mites, which could cause the itch. Your pup could have a yeast infection, if she has been in water. It could be a bacterial infection if the ear canal is red and there's a yellow paste with a fruity,or strong smell.
