Just like in humans, dogs sometimes get dandruff or dry skin which can cause white flaking. Brush your dog more often and try a dog dandruff shampoo.

it is due to dust or some algae allergies which may affect due to playing outside or at lawn. it can be cured by regular bath with anti biotic soap.
