there are a number of reasons for why the white of the eye (also known as the sclera) can be red. Most commonly this occurs when the eye is inflamed or irritated, but it can also occur when dogs get very excited, there is trauma to the eye, or they are sick.

Often times a dog, especially certain breeds, are susceptible to inflamation of the sclera (the white part). If the sclera is red, it is almost certainly irritated. If it has accompanying discharge, constant blinking, and a general appearance of being uncomfortable, the best option is to see your veterinarian ASAP.
