Should I go into detail about why I rejected someone for a job?

It is best not to detail reasons for rejecting a job applicant. There may be circumstances that would lead you back to this applicant in the future, and there is no need to burn bridges behind you.

This depends on the reasons for turning down the person for the job. If you have rejected the person for not having the skills or abilities for the job then yes. But be prepared that they may correct this and re-apply. If you have a personal reason for not hiring the person or an illegal reason, racism, then no.

No, you are the boss, and some people are just incompetent. You can tell them you think they are just not fit for the job.
