Your dog is distressed in some way, shape, or form. You should take her to the vet to see the root cause of the issue.

Whelping means "giving birth" with regard to dogs. When it is time for a pregnant dog to deliver her pups, she will retire to what she considers a safe place and "whelp" the puppies. It has nothing to do with resignation or "giving up. " Perhaps you are confusing the term?

If she is still pushing but is having problems take her to a Vet or an emergency pet clinic RIGHT AWAY for a C-Section. The longer you wait the larger the chance that the babies inside her will die.

When your dog begins whelping puppies, there are a few stages it will go through. The third and final stage causes your dog to shiver, pant and dig.
