Yes, it's safe to purchase items at a police auction. The criminals won't get you for items you've purchased, because they have no idea who it was that purchased the item. However, if you're buying a car, you should be more concerned with the condition of it, and not the condition of you if the criminals want it back.

When you buy items like vehicles at an auction, the criminals who owned it are frequently in jail. Police cannot sell the property of innocent parties.

Yes. A lot of things they sell at police auctions are used police equipment like retired police vehicles and things like that. As well as there are laws to protect your identity when you buy things like that. Though to be safe, if you buy a car fix and paint.
