This can be a sign of many things. First and fore-most you need to talk your dog to the veterinarian. My best guess would be it is arthritis or hip displacement, and he will either get surgery or simply just arthritis medication. There are also some tic bites that can cause this.

He is probably experiencing some joint and hip pain. Dogs tend to get this when they are older, the larger the dog the more common it is. You can get him some Glucosamine tablets or some hip and joint supplements. It will help but it may not totally eliminate it.

You should take him to a vet to get his vision checked or to make sure he doesn't have a bone density disease.

It could be anything causing it, you need to have your vet look at it. The vet can tell you what you need to to do, to help it out. It could be a number of problems. Only the vet can tell you what to do, or give the dog to help it.
