When you are ready to take the relationship to the next level you need to state your feelings. Don't issue an ultimatim, but do clearly indicate you want marriage in your life within X number of months/years. Move on if you don't get the response you want.

If he has not decided that he would probably like to spend the rest of his life with you within a year of dating, he is probably not going to propose. A long engagement until someone finishes school is reasonable, but he should at least say "Yes, I want you".

If you're ready, you should discuss it with your boyfriend. He may or may not feel the same, but you'll never know if you just wait for a proposal. He might also be ready, but feel nervous that you will say no; a little reassurance might help.

Waiting on someone to propose and the time to invest in the relationship is going to depend on manyh things, your age, his age and how long the two of you have been dating. For the most part most mature couples become engaged after one to two years of dating.
