I've had sinus surgery but still get severe sinus infections with neck pain and breathing issues. Why?

I am totally healthy except for this. It's like the mucus stays in my stomach and just makes me sicker until I see a doctor for antibiotics. I can hardly get out of bed the longer I wait to see a doctor. Also my stomach and legs swell up.

This sounds like a very serious issue. For any infections, the only real cure is antibiotics, so you need to continue to see a doctor as this happens. The only way to find out why you get these infections with frequency is to ask your doctor about it, and if your doctor can't help, get a second opinion.

If you haven't already, try a sinus rinse like a neti pot. Instead of antibiotics you could try an allergy medicine like zyrtec. It's possible the mucus is a result of a food allergy, usually dairy products cause excess mucus especially if you are lactose intolerant.

You may need more surgery. Sinus surgery does not always work the first time. You need additional evaluation in any case, especially with the other symptoms you are having.

If you had sinus surgery and continue to have problems consult with the surgeon who did your surgery. The swelling you are having may be a different problem entirely.
