Fish usually do not consume water while following the normal course of their diets. However, when eating particles of food (such as fish flakes) it is possible that they swallow small amounts of water. The action of them opening and closing their mouths is usually to pass water through their gills, allowing them to breathe.

Goldfish do drink water but not on purpose. The water that gets into their digestive system by eating happens to keep them from being dehydrated.
