Can you run a 230v motor on a 208V circuit?

Yes , it can if it is a standard modern motor. But the problem is that it will overheat and will have short life span. Now you decide whether to run it or buy new one with rating 208 volts.

Yes you are able to run a 260v motor on a 208v circuit. The circuit board as a safety factor of 10-15 percent.

Most electric motors have a built in safety factor of 10 to 15 percent. which means that yes an electric motor designed for 230 volts can run on 208 volts. The motor will not run at it's optimal performance level but it can be operated at this level. Doing so will shorten the life of the motor though.
