Yes. For compact cameras, it is possible to double seal your camera in a clear plastic bag using silicone sealant. That is for low depths only. I have seen a camera placed in a waterproof box with a holes cut out and replaced with clear plexiglass and rubber sheets.

Yes, you can make one, but you must be handy, and really careful, since even a slightest mistake can cause leakage which will destroy your camera. You can find tutorials how to make one, and the materials needed on the internet, and if you are lucky, you could save some money.
