Can a debt be collected internationally?

I lived in the US and now France.

It all depends if the company you owe money to has an office in France. If they do then it is just a continuation. If not then they cannot.

While collection effort can continue, it would not be possible to get a judgment against you. So unless you are willing to voluntarily make arrangement to resolve the debt, there is little that can be done to collect it. Your credit report, however, does follow you and the unresolved debt will show on your credit report for several years.

Any business in any country can continue to try to collect a debt no matter where the person now lives. The debt is still owed from/to its country of origin.

No, if you move to another country, your debt cannot be collected. Unless you choose to pay it back, that is.
