Air is not made up of only oxygen, in fact it is mostly nitrogen. For people who have trouble breathing, they make each breath 'more productive' by only breathing oxygen.

The oxygen you buy is pure and doesn't have things such as dust in it. Oxygen in the air can be mixed with other things and unsafe for sick people.
