The cause could be a swim bladder disorder, which makes a fish not have any (or much) control of its position in the water. The fish may have another illness, that might cause it to die. Some fish are able to survive long periods of time, with a swim bladder disorder.

This is an indication that the fish is either excited, often by a food source, or aggressive and ready to fight.

It could be swim bloat, you should change half of the water, check the filter, and then measure ammonia and nitrate levels. That should help your fish, and if not you should get medicine for a possible illness or disease. You might need more oxygen in the water and should get a bubbler and change the water often.
