Why won't a circuit breaker reset after a rain?

It's possible that the circuit breaker is "tired" or worn out. Or, the condition(s) that caused the circuit breaker to open still exist.

The circuit breaker is probably a GFCI breaker which prevents accidents when electrical devices come in contact with water. Somewhere in the circuit the wire/receptacles are getting moisture in them. You will have to find which device is getting damp and seal the moisture out.
