Dogs bite and lick their feet and legs for many reasons. Your dog may have fleas, a fungal infection, a skin condition like mange which is caused by a skin mite, hot spots, or even just an uncomfortable cut on his foot pad. Biting and licking of the skin and fur can also be a nervous response.

Allergies are very common in dogs and are caused by environmental, flea, or food allergies. When a dog is exposed to allergens, it will become itchy and may bite itself.

It sounds like the biting could be caused by fleas. It could also be ticks if he is an outdoor dog as well. I would try some flea medicine and see if that stops his biting.

Your dog's feet and legs could be itching and he's trying to scratch them, or he could simply be bored and is playing. If the reason is because it itches, you need to figure out why it's itching so much.
