The yellow eyes are probably jaundice. This is a symptom that can be caused by many ailments, some of which are serious if not treated. A liver-affecting ailment like hepatitis is possible, or a problem with the dog's gall bladder (although I don't think that would cause vomiting). You should really take your pet to a vet!

Your dog probably has jaundice that causes both these symptoms. This is usually due to an infection - hepatitis that can be caused by a variety of viruses. While sometimes the disease is self limiting, in other cases they can have bleeding and seizures, if very severe. Some drug and food toxicity can cause jaundice too.

These symptoms often mean that a dog has some sort of liver problem. This could be the result of a disease. Poisoning is another possibility. Dogs can be intentionally poisoned, but it is more likely that he found something toxic, such as pesticide, and ate it. Only a veterinarian can tell for certain, but one should be consulted immediately.
