Fish swimming at the top of a tank most often mean that the oxygen levels are low, there needs to be better provision for air in your tank with a newer pump, cleaner filter, or other tweaking to provide easy breathing for your shark. Usually updating the pump is fairly cheap and easy.

If it's just the shark and the other fish look fine, then your shark might be sick. If it's a new shark then it most likely has an illness, disease, parasite and/or fungus. Columbian sharks are sensitive to most fish meds. Change 25% of the water, add a dechlorinating product.
