Domestic violence is accepted and even justified in many cultures, including Koran verses describing how to beat your wife. Among some families, this has been acceptable and how the women were raised, thus they see nothing wrong with it.

Because in most occasions, the police and the courts need here to be some visual evidence, either or film of the police actually seeing the attack before they will make an arrest.

It is taken for granted because the person who is being abused lack the self confidence to protect /themselves and report the crime so the perpertrator can be prosecuted.

At one time, but still in certain countries, women were viewed as their husband's property. Property with which he can do anything too. Some men still as that view.

It really isn't, though it certainly seems like it is. One of the biggest issues concerning domestic violence is the fact the victim rarely reports it out of fear. Most police forces have the stipulation that if it's reported the abuser goes to jail immediately.
