Many buses don't even have seat belts available! Isn't this dangerous?

It is believed that the height of the bus seats will help to prevent children from getting hurt very bad.

The only time this could really be a problem is in rollover crashes, but in other types of crashes, the seat backs would provide enough protection.

For the same reason you (usually) don't have to wear a seatbelt at the backseat of a car. Namely, the front seats provide adequate enough protection in case of a crash.
