Clearly you are both better at giving than receiving. You both find it hard to let your guard down when you are feeling vulnerable. But at the same time you both offer the love so as long as you know this all is well.

The person in question appears to have some type of serious dependency or intimacy issues that would best be dealt with in a professional environment such as a therapists office.

It is the simple principle that he wants what he can not have. He's probably playing with you, especially if this keeps going back and forth. You need to move on for good. Either he will give up and walk away, or become the man that you are really wanting.
