Why do the Japanese use white characters?

This is because in Asia in genreal and Japan in particular the social views of black and white is reversed. There you wear white to a funeral and black to a wedding. Its their tradition.

Pale skin of Japanese anime cartoon characters is not intended to portray Caucasian people. Japanese people are often quite pale. Unnaturally enlarged eyes exaggerates the expression of emotions. The tiny noses of anime characters hardly look typically Western. Nor does any earthly race have naturally green, blue, or pink hair.

It is probably die to the influence of early American cartoons on the Japanese culture. This early influence is why many characters are continued to be drawn in this manner,
