Because they for whatever reason are not capable to ask someone upfront what they want. They fear being told no, or know they should be so they try to create the situation or outcome that they want. They often don't know or realize the effect this behavior has on others.
Because, unfortunately, this seems to be the nature of people - the desire to control as much as we can, then some more, and constantly work towards their particular interest or desire.
