These are small broken blood vessels close to the skin. Have one or two small ones isn't a big deal but bigger ones should be examined by a doctor.

Red-blood spots on the skin are often a sign of high blood pressure. They can result from blood seeping from capillaries into the skin. High blood pressure is associated with many health risks, so see a doctor.

It could be anything causing it, but you need to have your doctor look at it to make sure. The doctor can tell you more about what is wrong with you. Always have stuff like that checked out though. Because it could be something very serious, or it could be something minor, but have it checked out.

It could be many things. For one, if its during the summer it could be prickly heat. It could be an allergic reatcion to detergent in your clothing. It could also be a condition called telamgiectases which is a collection of very tiny blood vessels under the skin. They sometimes go away on their own. If not see a dermatologist.
