There is no one "chief spokesman" for states' rights. At the founding of the American Republic in the 18th century one might indicate Thomas Jefferson, but during the antebellum crisis of the 19th century it might be John C. Calhoun, and in the 1960's it would be George Wallace of Alabama.

There were many but perhaps the best known was John C. Calhoun of South Carolina. Calhoun was a fiere and outspoken advocate for the South and for States Rights in particular. His defense of slavery was unabashed and unapolagetic. He was a staunch advocate for the ideas of nullification and secession which contributed to the Civil War.
