Every business has different protocol for planning a menu. At hotels and restaraunts it is typically a head chef who chooses what will be on the menu. At a nursing home it is usually a registered dietician along with a chef who plans the menus.

In a hotel, menu planning is done by the hotel manager or kitchen manager. In a nursing home, menus may be handled by a dietitian or nutritionist. In a restaurant, menus may be dictated by the restaurant franchise to the restaurant manager.
