Actually, it depends on the state. In some states you can buy it with a drivers license, in others you need a permit or license.

I am not sure that it is tracked as much as those who can buy it are limited, most likely based on how powerful it is. I know that like fireworks it also varies state to state.

Well Im sure you can probably find it on ebay and craigslist and places like that. but find a store that sells and explosives, they will sell it to you.
