Which country has the hardest driver's license test?

I'm talking about both the written and practical parts of the test. I heard that the average person in Israel fails the driving test at least a few times. I wonder if this is true.

Well, that is true. The hardest place to drive is Israel. Driving there is a bit more complicated and requires more common sense.

In Japan the tests may not be that hard but the way getting there is intense. You go to a driving school for about a month and need 20hours of driving and 25 hours lecture and on the top of that school fees cost about 4grand.

Germany I would say. Can take up to a year. It costs a fortune. Plus their racers (F1) and their autobahn should be enough proof.
