Where is the heating element in a hot tub?

I think the heating element will be built into the base of the unit, hidden behind paneling, it will be most likely a heating coil, which draws electrical current, in the circulation system, this allows for many hot water jets to shoot up from the water reserve into the tub in order bring the water temperature up to almost boiling.

Every hot tub is different but most of them are right behind the access door. They place them here so they are easy to change.

The element would be located under the base of the tub where it heats the water from below the surface of the tub.
