I would choose Hagemann Ranch Trout Farm, located in Bodega Bay, California. They are located in northern California, and offer use of their fishing tackle.

I have been trout fishing in the sierras near Mono Lake. The trout were farm raised and stocked in the lakes and rivers. They were quite plentiful and the area is beautiful, but only accessible in the warmer months, and it is quite a trip to get to the location.

First of all do you want Northern or Southern California. There are several trout farms in South Lake Tahoe. One of the best ones is Tahoe Troat Farm. They provide everything. In Apple Valley, California Jess' Ranch Trout Farm is good. You need your own pole. You can go to Smith's Trout Farm & Hatchery in Calistoga, California.

Just outside of Columbia, Ca. is Springfield Trout Farm. They supply everything. They have their own meandering "Stream" on the property. What makes this unusual is the water source is a artesian well. Theuy currenty are not doing their own fry because of Otters raiding the stream. The fishing pondspenndady.
