Where in Pennsylvania does Sears have outlet stores where they sell "scratch and dent" floor models and appliances that are slightly damaged?

In Pennsylvania most all the KMart Stores have changed their brands to Sears and sell Scratch and Dent items. Also in Erie, PA you will find a Sears Store in the Millcreek Mall that sells floor models and scratch and dent items are available online.

There are Sears Outlet Stores located at 2700 Dekalb Pike, Norristown, PA 19401 and 1357 Franklin Mills Circle, Philadelphia, PA 19154.

Call your local Sears store and speak to the general manager about the location and phone number of the outlet. Surely Sears wants customers to have that information.

There is a Sears outlet store on 51st Street in Pittsburgh, PA. It is exactly as you describe. One can buy regular Sears items as well as any items listed on on Sears' online site. They also have overstock, discontinued and "scratch and dent" items for sale. The prices are generally heavily discounted.
