When wiring for 120, is the white hot?

It's not suppose to be! In the US, the code says BLACK is "Hot", WHITE is "Neutral", and GREEN is "ground". The only way to be sure is to get a voltage detector or multimeter, available at almost any home improvement store. Messing with electricity is very dangerous and you should be very extremely careful if you have no experience.

Typically the white is not a hot wire and safe to touch. However when it comes to switches and such, electricians like to use excess wires for anything so check.
