Here in the U.S., the free electoral register is available right now. All you have to do is log into your district's website.

It is generally not possible to search this for free. Data from the a year becomes available in the first quarter of the following one, such as 2009's data was available in first quarter 2010. The reason it is not free is due to the fact that any company with access to this information has to pay for it.
