I served in the Navy for 4 years and my Navy dream sheet was filled out near the completion of A School, just before we received orders.

The individual enlisted in the U.S. Navy fills out the "dream sheet," not the parents. The "dream sheet" is the opportunity to state preferences for location. It is no guarantee and it doesn't allow the seamen to "choose" a base. While the effort is made to match seamen to preferred locations, assignments are made based on need

Your "dream sheet", base selection is done after your have received and done your prescreening through your recruiting. After prescreening, you will be sent to the MEPS station in your area and will receive medical evaluation, career counseling and your pre-enlistment interview in which you make your base selection.

I don't know about the navy, when I joined the army, during my time with the recruiter there was paperwork involving three different bases i preferred to be stationed.

Your dream sheet will be given to you upon completion of A School but remember that the needs of the Navy are prioritized by their needs first.

You fill out the navy sheet just before you complete orders. In other words you fill out during the end term at the school for which you enrolled. You can choose your base then.

The Navy Dream sheet is presented periodically. Sometimes a sailor is presented with it in A school, but often when their tour of duty is ending they will be allowed to fill a "dream sheet". A sailor rarely actually gets stationed at any of the picks on the "dream sheet" hence the term dream.
