The unemployment rate at the end of 2009 was 10.1%. If those who dropped out of the work force, either by accepting Social Security early or were out of work for more than 12 months, were included in the total, actual unemployment would be 12%. The problem with the unemployment figures is that they keep getting revised upward retroactively.

Extending benifits to the unemployed does not increase the unemployment rate; not having jobs available does that just fine. It was around 10% in the USA; however, the unemployment figures are unreliable. Only using those registered for benefits to produce the statistics for the unemployed... not those not working.
