What tips do you have on painting base boards where it meets the wall?

You can use a peice of card board (like a file folder) as a guide where the base board meets the wall. This also works well under the basebord if you have carpet. You might also want to keep a wet rag handy for clean up of drips or mistakes

Tape off you walls with blue painters tape or you can get paint tools designed for this kind of painting but taping works the best.
