There is nothing unique or even mildly different about Texas when it comes to getting a Social Security card. Social Security is a federal agency, the same in every state and territory, even in the last colony, the District of Columbia. The state of Texas does not provide Social Security cards. Only the US government can do that.

The Social Security Administration issues numbers and cards. In order to get a new card, you must fill out a form and submit it or visit their office with ID.
